Technology Updates

1. Experimented different turbine fanouts for propagating shreds. The commit allocates 2% of slots to running experiments with different turbine fanouts based on the slot number.

2. Feat: Allowed for verifying the signs of partially signed txs. Added tests for partial signed tx verification

3. Fix: Made comments ab verifying signs more specific. Make tests more modular.

4. Made connection cache to support specified client endpoints. ConnectionCache is being used for managing connections for sending messages using quic. In the current implementation, the connection’s endpoint is created in a lazy initialized fashion and set to one per connection pool.

5. Fix: reduced Connection keep-alive timeout to 1 second fewer than the Alitas RPC’s keep-alive timeout.

6. Patched make_shreds_from_data when data is empty.
