1. alt-sdk: added length check for ristretto encodings, added type check for sigma proofs, fixup client docs in sdk, use constant time equality check for elgamal and aes key derivation.

2. Handled VoteStateUpdates for outdated roots bigger than slots in existing VoteState, set root to the latest vote in the tower proposed vote state).

3. Updated BigTable apis to respect a limit of zero, parse address-lookup-table instructions

4. Support tpu disable quic in net-scripts, check for overflow during the conversion between VoteStateUpdate and CompactVoteStateUpdate.

5. Adds stop_sibling_instruction_search_at_parent, ignore clippy derive_partial_eq_without_eq in prost generated code
